Specifications include, but are not limited to: VTA invested in transit infrastructure to bring Bay Area Rapid Transit (“BART”) to Santa Clara County. BART service is expected to begin in early 2019. The Property is located adjacent to the Milpitas Intermodal Transit Center, previously served as a construction staging area for the build out of the BART Phase I expansion project. VTA is seeking proposals that will: Generate revenue to support VTA operations by obtaining fair market value ground rent on the agency’s real property assets. VTA is looking for proposals that maximize VTA’s ground rent revenue and are consistent with VTA’s Joint Development Policy (Appendix 9). Create a high‐density Project that takes advantage of the mid to high‐rise heights as permitted under the Milpitas Transit Area Specific Plan (“TASP”). Meet or exceed the affordable housing requirements of VTA’s Joint Development Policy. VTA’s Joint Development Policy mandates that residential developments contain a minimum of 20 percent of residential units that are affordable to low‐income households (earning 60 percent or less of Area Median Income (“AMI”)), with half of those units affordable to very low‐or extremely low‐income households (earning 50 percent of AMI or lower). Engage with the community in the development of the Project, to ensure an equitable development project that aims to provide benefits to the local community. Create a vibrant, high‐quality mixed‐use development. This includes outstanding urban design to provide high‐quality, active, and safe public civic spaces. Utilize green and sustainable design to minimize vehicle and building‐related greenhouse gas emissions. Enhance station access and mobility, pedestrian and bike safety, and wayfinding to the station area. Incorporate creative and innovative approaches to development to better accomplish VTA’s goals as set forth in this RFP. Minimize neighborhood traffic and congestion impacts by minimizing parking for all uses. Aim for GreenTRIP certification (or equivalent) though shared, unbundled priced parking, and transportation demand management principles. Provide community workforce opportunities, including workforce re‐entry programs and/or workforce apprenticeship opportunities that would create access to construction careers.
