Specifications include, but are not limited to: This document is a Request for Information (RFI) for the development of study guides, exam knowledge expectations, and exam item pools for California commercial and private pesticide applicator licensing and certification in the following categories: Non-Soil Fumigation, Soil Fumigation, Health-Related, Regulatory, and Animal Agriculture. The purpose of these projects is to create materials for commercial and private pesticide applicator licensing and certification exams that DPR owns the copyright to and can distribute at a nominal fee (to recoup ongoing reproduction and revision costs). We are looking for a contractor (or contractors) who have the knowledge and experience to develop exam knowledge expectations, study guides, and exam item pools for the following licensing and certification categories: 1. Non-Soil Fumigation pesticide applications (commercial applicators) 2. Non-Soil Fumigation pesticide applications (private applicators) 3. Soil Fumigation pesticide applications (private applicators) 4. Health-Related pesticide applications (commercial applicators) 5. Regulatory pesticide applications (commercial applicators) 6. Animal Agriculture pesticide applications (commercial applicators) The individual tasks for each category project we are looking to complete are: • Assemble and work with an Advisory Committee when developing materials for each category. The Advisory Committee must be made up of subject matter experts for that particular category. • Develop a job-analysis of the typical work performed by individuals certified in the applicable category • Develop knowledge expectations (KEs) for the applicable category based on the federal and California requirements; (specifically 40 CFR and Title 3 of the California Code of Regulations [3 CCR]). • Develop a commercial applicator and/or private applicator study guide for one or more of the categories above (note the private applicator study guide for Non-Soil Fumigation and Soil Fumigation could be developed separately or could be combined into a single ‘Fumigation Applications’ private applicator guide). All study guides must meet the requirements of the competency standards in 40 CFR part 171, as well as 3 CCR. • Develop an exam item pool appropriate for the applicable category and intended audience. A pool of at least 250 items must be created for each category. Each question must have one correct answer and two plausible yet false options. General answers such as “all of the above” or “none of the above” may not be used.
