Specifications include, but are not limited to: 1. Robust community engagement: Conduct community needs assessment using multiple tools – focus groups, survey, interviews. Train and deploy Library Project Team consisting of library staff, a City representative, two Library Trustees, and community members to assist. Incorporate community input Library staff collect from the Harwood Institute for Public Innovation’s methods of engagement. 2. Receive demographic data from staff and incorporate findings. Librarians will provide you with demographic data, and studies for you to summarize and compile regarding service community. 3. Develop service model. Lead 2-3 library staff discussions and/or focus groups. 4. General existing facility assessment (Library Services & Building Infrastructure). Review August 2007 conditional analysis report which identifies $3.5 million dollars in deferred projects including comprehensive elevator modernization (ADA); HVAC upgrade; replacement of the electrical system and water supply piping and more. Also assess current facility in terms of functional layout, use of space, flexibility, and expansion capability. 5. General site assessment. Assess current site – existing lot, small adjacent lot, and neighboring parking lot for capacity to expand. Site analysis should include any build limitations imposed by urban watershed, sub-surface soil conditions and/or storm water drainage. Examine the feasibility of building a multi-floor archives/history center on vacant lot located between driveway and creek. 6. Development of space program (through focus groups and collaboration with staff). Identify adequate space needed for collections, services, storage, and staffing. 7. Draft 2-3 renovation / expansion options. Develop preliminary conceptual designs for renovation and reconfiguration of existing library building without addition and also with addition. Present to Library Board at a public meeting. 8. Cost Modeling Library Board will select conceptual designs with best fit. Consultant will then prepare detailed cost benchmarking, include recommendations on soft costs and assess possible funding sources and create case for use at public meetings.
