Specifications include, but are not limited to: Assist staff in evaluating the existing effective density of various zoning districts and prepare presentations to the Planning Commission, Joint Commission Subcommittee, and City Council on findings and conclusions. This will include an analysis of: • The physical form of various existing properties and development projects at a range of densities (focused on residential / mixed-use); • Existing regulatory standards re: density, bulk, open space, parking and related standards; • Resultant density calculations / interpretations and development potentials, plus density bonus; • The conformance (or not) of the existing development patterns with the existing zoning; • Alternative means of measuring density and regulating development; • Interaction of these alternatives with density bonus calculations and other regulations (parking, open space, etc.); • Interaction of these alternatives and fee structures (affordable housing, etc.)., i.e. per unit, per square foot, per bedroom, per bed; • Considerations in the context of student housing, workforce housing, and family housing.
