Specifications include, but are not limited to: The City is seeking the services of a qualified Labor and Employment Firm to provide legal services including but not limited to the establishment of recommended employee and workplace policies (through amendments to the City Charter, Council ordinances and resolutions, the Civil Service Rules, memoranda of understandings with recognized employee organizations, City Manager approved administrative regulations, and Human Resources Department procedures and forms), labor negotiations, trainings, legal advice to City staff and the Civil Services Commission during public meetings, legal advice to City management representatives related to counseling or disciplining employees, investigations of alleged workplace misconduct, and other legal advice and services related to the management of human resources and labor relations
