Specifications include, but are not limited to: a. A stand-alone, user-friendly spatial information platform that supplies services to primarily non-GIS users; b. A web-based portal for sharing and analyzing data through a map interface; c. An environmental applications framework that demonstrates a sophisticated approach to integrated conservation and development planning; d. A plethora of interpretive tools that integrate with the core system to transfer complex science and planning concepts to the non-technical user; e. Secure storage, management and backup of datasets; f. Connectivity to other data sources through WMS; g. A library of relevant spatial datasets that support conservation planning, resource management and regional development needs in California; h. Capacity to facilitate a significant number of users (> 200), and support the interaction of several teams addressing key planning and resource management issues; i. A suite of built-in environmental planning tools; j. A process to create user-defined customized tools in a rapid and cost-effective manner; k. The ability for users to collaborate and share data across a broad stakeholder community; and l. A flexible interface structure that allows the customization of graphical appearance to uniquely brand agencies and projects.
