Specifications include, but are not limited to: The Project Management Agency required services include: • Grant Programs – in partnership with the SFDPH CHEP programs, the successful bidder will issue Request for Proposals. The solicitation process must comply with City policies and must be in line with the CHEP program objectives. This includes best practices and documentation of the following: solicitation outreach, technical review process, selection criteria, award notification, and compliance process; selected vendor must convene regular meetings with grantees; coordinate with SFDPH CHEP evaluation consultant; and • Capacity Building – provide training, technical assistance and coaching to grantees; support coordination and integration among grantees; and • Incubator Program (Back Office Support) – provide accounting, invoicing, budgeting, and other back office support to some grantees as necessary. SFDPH CHEP is seeking to fund a proposal that: • Addresses the services solicited; • Conveys culturally competent and racially humble approaches; • Demonstrates a proven successful track record delivering desired services for up to 6 community-based subcontractor agencies; • Demonstrates ability to work with multiple stakeholders, including but not limited to government, non-profits, faith based organizations, schools, and others; and • Contains realistic and reasonable budgets and staffing plans. The Integrated Project Management Agency will work in partnership with SFDPH-CHEP staff to develop a grants process that is accessible to small, grassroots groups as well as established nonprofits, provide grant support to and coordination among all Healthy Eating-Active Living (HEAL) and Tobacco Free Project funded agencies, support funded agencies as necessary with fiscal and reporting requirements, and build capacity of funded agencies. It is anticipated that funded agencies will require different levels of Project Management support as it relates to grant management, back office and capacity building.
