Specifications include, but are not limited to: The City of Huntington Beach (“City”) Community Development Department is seeking proposals from qualified consulting firm(s) to prepare an update of the City’s General Plan Housing Element pursuant to state housing element law and corresponding environmental documents prepared in accordance with the California Environmental Quality Act (“CEQA”). The City’s 5th cycle Housing Element was comprehensively updated and deemed in compliance by the State Department of Housing and Community Development (HCD) in 2013. In May 2015, the City Council approved amendments to the Beach and Edinger Corridors Specific Plan which resulted in HCD decertification of the 2013 Housing Element. The City Council approved revisions to the 2013 Housing Element and Beach-Edinger Corridors Specific Plan in February 2020 and the current 5th cycle Housing Element was recertified by HCD in March 2020. Therefore, the City will have no carryover from the 5th cycle.
