Specifications include, but are not limited to: 4.1 Provide a panel of trained non-County hearing officers to ensure a neutral hearing body for Administrative Citation and Notice of Intent to Record appeals. The types of cases include, but are not limited to:4.1.1Building Violations,4.1.2Regulatory Violations,4.1.3Zoning Violations,4.1.4Grading Violations,4.1.5Watercourse Violations,4.1.6Waste Violations,4.1.7Recycling Violations, and4.1.8Stormwater Violations.4.2 Coordinate and schedule hearings with the County staff liaison to provide timely hearings per the Administrative Citation Program and the proposed Procedures for Recordation of Notices of Violation requirements regarding notice, service, and the opportunity to be heard.4.3Conduct a fair Administrative Citation hearing within thirty (30) calendar days of the filing date of the appeal. 4.3.1Hearing date may be affected by factors such as availability of appellant and time to review appellant’s appeal documentation.4.3.2Hearings conducted on DPW Administrative Citations are required to follow DPW’s Procedures Manual for Administrative Citations (Manual) and be consistent with the County’s Code on Administrative Citations. 4.3.2.1For citations issued by DPW, Administrative Citation Appeal decisions shall be made only in accordance with the Hearing Officer Authority as specified in DPW’s Manual. 4.3.3Hearings conducted on PDS Administrative Citations are required to follow PDS’ Procedures Manual for Administrative Citations (Manual) and be consistent with the County’s Code on Administrative Citations. 4.3.3.1For citations issued by PDS, Administrative Citation Appeal Decisions shall be made only in accordance with the Hearing Officer Authority as specified in PDS’ Manual.
