Specifications include, but are not limited to: a. DPH Grant Writing support must demonstrate the ability to provide the services listed below: • Collaborate on the management of Public Health grant applications for the Department or other government entities. • Demonstrated history of compliance with Grant Submission requirements through Federal and or State application processes. • Working with diverse funding streams e.g. local, federal, State, corporate or Foundation, and be familiar with their requirements. • Writing and the development of the narrative to support the grant application. • Collecting analyzing and/or presenting data to illustrate a position. • Facilitating meetings of the stake holders. • Working with competing, short and/or changing deadlines. • Consulting with Department key personnel involved in the Grant Application process. • Experience with Government and Administrative Budgets as it applies to Grant Applications. • Demonstrated successful record in receiving grant awards. • Provide record and history of grant awards. • Ensuring the quality of services provided. • Ensuring prompt and adequate reporting and invoicing with the Department or other agencies. • Ensuring timeline goals as negotiated in contract. • Ensuring administrative coordination among collaborators. • Demonstrate responsibility to act as primary liaison in collaborative agreements. • Public Health related Focus Group development, management and facilitation. • Public Health related assessment of current programs, providing qualitative and quantitative assessment process, evaluation reports and recommendations. b. DPH Program Development and Technical Assistance Support services must demonstrate the ability to provide the services listed below: • Developing a planning process that align public health interventions and set top level goals for program and initiative plans. • Creating a report outlining recommendations to best streamline varied interventions and encourage proactive goal setting and priority public health interventions. • Leading a strategic planning process based on program or funding requirements, to develop a detailed scope of work and implementation plans that includes broad based goals, outcomes and process objectives, specific deliverables, and roles. • Facilitating group planning process, meetings, retreats and strategic sessions between partners from different backgrounds, organizations, and/or departments. • Developing a communications strategy and plan to support and promote program goals. • Working with individuals and groups to identify areas of need in management and organizational development. • Providing training, technical assistance, and other learning opportunities to meet needs. • Providing ongoing work with individuals and groups to address identified needs for management and organizational development. • Demonstrated experience producing qualitative and quantitative reports result of program assessments. • Developing and implementing of data collection tools and analysis plans with a focus on populations experiencing health disparities. • Creating and testing evaluation tools such as surveys, interview scripts, and focus group protocols. Ensuring data collected meets minimum standards as required by law, if applicable. • Reviewing and observing of processes such as meetings, trainings and or coalition of community gatherings, and development of process evaluation tools and plans. • Collecting data at various levels: public surveying, interviews with key stakeholders, focus group arrangement and facilitation. • Developing plan for assessing community needs, assets and resources using qualitative and quantitative approaches. • Implementing assessment activities including but not limited to may include, but not limited to: conducting public input sessions, focus groups, identifying community assets and resources, conducting surveys and interviews, conducting SWOT analyses, community mapping, , quantitative data review, etc. • Analyzing results from community assessments, summarizing reports, developing narrative and infographic reports. • Developing comprehensive program plans based on community assessments or other processes • Using prioritization processes to develop program plans, goals, objectives, activities and evaluation processes.
