Specifications include, but are not limited to: The Long Beach Police Department (LBPD) is seeking proposals from qualifiedconsultants/firms interested in providing consulting services to evaluate the Jail Division. Thesuccessful contractor will properly evaluate the Police Department’s current organizationalstructure, personnel management and staff, jail facility, medical unit, current and future demandof jail services, and resources that are either currently available or needed. The purpose of thisevaluation is to obtain actionable recommendations based on best practices that will result inimprovements to process, personnel management, technology use, and reduction in relatedcost without negatively affecting the safety and security of the City’s jail, correctional staff, andinmates.It is expected that the contractor will have a detailed understanding of California penal codes,including proposed legislation that could become effective in the next two to five years. Thecontractor and its staff shall be compassionate, responsive, and maintain excellent workingrelationships with City of Long Beach (City) residents, businesses, government officials, andemployees. The contractor shall comply with all federal, state, and local laws, rules, regulations,ordinances, and statutes. Work shall be performed in a manner consistent with the jail’sadministration policies and other relevant laws of the State of California.
