Specifications include, but are not limited to: SMUD is soliciting Contractor services to determine the feasibility of retrofitting and utilizing ester-based fluid in new and existing substation power transformers and Load Tap Changers (LTC), to perform retro-filling work, and to provide technical support and training associated with the ester-based fluid work. The Contractor shall provide a report and technical analysis for SMUD to develop a program for transitioning to ester-based fluid for both new and existing transformers. The report shall include the following at a minimum: • Recommendation for support model of existing Ester based transformers • Recommendation ester-based fluids for future retro-fills • Costs of necessary equipment to maintain ester-based power transformer/s • Training, and operational requirements associated with the initial ester-based fluid handling equipment maintenance and operations • Development of new processes for commissioning, preventative and corrective maintenance procedures • Expected transformer/load tap changer (LTC) performance (oil temperature, hot spot, MVA rating, contact performance, current rating, DGA analysis, etc.) • Safety considerations and precautions Economic life cycle analysis to determine viability of ester-based fluid utilization for SMUD’s substation power transformers and LTC’s • Plans and recommendations for SMUD to implement the ester-based fluid transformer program – short and long term
