Specifications include, but are not limited to: • Consultant shall provide high level strategic advice and consultation to Authority as the subject matter expert for state goals related to environmental protection, greenhouse gas reduction, air quality, public health, disadvantaged communities, low income communities and households and/or overburdened communities. • Consultant shall review Authority draft grant applications for state funding and make recommendations to maximize strategic advantages in the areas of environmental protection, greenhouse gas reduction, air quality, public health, disadvantaged communities, low income communities and/or households and/or overburdened communities. • Consultant shall assist Authority during project development to increase the proposed project’s potential for state funding in the areas of environmental protection, greenhouse gas reduction, air quality, public health, disadvantaged communities, low income communities and households and overburdened communities. • Consultant shall assist Authority with project reporting on state-funded projects in the areas of environmental protection, greenhouse gas reduction, air quality, public health, disadvantaged communities, low income communities and households and/or overburdened communities. • Consultant shall advise Authority on potential project funding impacts resulting from legislative and regulatory proposals and help identify potential policy strategies with CTC and Caltrans. • Consultant shall assist in writing grant applications in the areas of environmental protection, greenhouse gas reduction, air quality, public health, disadvantaged communities, low income communities and households and/or overburdened communities (upon request). • Consultant shall assist in the analysis of state, federal and local program guidelines and relevant legislation. • Consultant shall prepare all work in accordance with approved guidelines and required documentation in effect at the time of work assignment
