Specifications include, but are not limited to: The City of Salinas (City) is soliciting Statements of Qualifications (SOQs) from Consultants to assist in construction management (CM) for the City’s Downtown Main Street Streetscape Project. The Main Street Streetscape project is an element of the City’s Downtown Vibrancy Plan, and was developed from community recommendations outlined in the Main Street Master Plan. The City has hired a civil engineering firm, Kimley-Horn and a landscape architect, Joni L. Janecki & Associates (JLJA) to prepare the plans, specifications and estimates (PS&E) construction documents. The design consultants have completed the 60% draft plans and are currently preparing 90% draft PS&E documents for City review. The City intends to hire a CM consultant before completion of the design development stage to assist in the design review and make recommendation related to value engineering, constructability and staging of the project. At completion of the design development stage, the CM consultant will be expected to fully manage the project to completion. The City desires to follow the traditional “Deign-Bid-Build” project delivery method. The City plans to finalize the design by April, 2019 and hopes to begin construction in late 2019 or early 2020. The project is located in downtown Salinas and construction activity will inevitably effect local businesses, the CM shall also act as a community outreach coordinator. The CM will be expected to provide regular communications to the project stakeholders and should be knowledgeable about the day-to-day construction activities.
