Specifications include, but are not limited to: Given the issues with the data sources described above, CARB requires a Contractor to collect license plate data from vehicles (light-, medium-, and heavy-duty vehicles) operating on California’s roadways using automated technologies such as an automated license plate recognition (ALPR) system. In simple words, ALPRs are high-speed, computer-controlled camera systems that can be setup on highway overpasses, street poles, or streetlights, and can capture all license plate numbers that come into their view. Data collected through this system will assist CARB staff in improving statewide and regional mobile source emissions inventories, developing effective emissions reduction strategies, and evaluating the efficacy of this system as a potential enforcement tool. The collection, transfer, and storage of the license plate data shall follow CARB’s ALPR Privacy and Usage Policy1.
