Specifications include, but are not limited to: 1. Main Base Station: The main base station must offer authorized investigators the ability to locate cellular devices after a search warrant or a court order has been issued for the use of the device in accordance with California law. The main base station must provide a direct finding component and software, and must include all the necessary power amplification, filtering, cabling, antennas, and mounting/rack systems required for the proper installation and function of the sensitive equipment offering the greatest means of protection for the device. The device must possess the ability to transmit on a minimum of eight (8) frequency bands simultaneously, in any combination of technologies with the ability to add additional frequencies as needed. 2. Secondary System: The system must also provide a secondary direct finding components and software that must offer the ability to make a single pass by a target cellular device while using software and generate a 3D map to show the location of the target device with elevation (e.g. multi-story buildings, parking structures, mountain areas, etc.). In addition, a secondary cell site simulator must have a platform to be mounted in a secondary vehicle and used when the primary device is unable to operate given size and investigative limitations and/or restrictions.
