Specifications include, but are not limited to: The selected consultant will perform the following functions in preparation of the field assessment and capital improvement plan for each district: • Attend a kick-off meeting to discuss the project, expectations, and history of the areas with Maintenance Services staff. • Meet at the maintenance sites with City staff responsible for the maintenance of each area to receive necessary background information on the history of the District, review any available irrigation and planting plans for each location, and provide access to irrigation controllers as necessary. • Utilizing Geographic Information System (GIS) information provided by the City, assess the current state of each landscape area, including at a minimum the existing: o soil conditions; o irrigation conditions; and o plant materials • This numerical scale, titled the “Landscape District Condition Scale” (LDCS) shall be used to evaluate the condition of each landscape area. The consultant shall assign a rating for each area, based on the following assessment scale: o 1 – Emergency condition. Renovate as soon as possible. o 2 – Some issues, but no safety concerns. Renovate in 1-2 years. o 3 – Generally good. Renovate in 3-5 years. o 4 – Very good condition. Renovate in 6-10 years. o • Utilize the City’s GIS base data to perform a visual inspection of each area and record information for the area or sub-area, including pictures for each area, identifying deficiencies and notes regarding the site conditions. Data collected must include the information provided in the GIS shapefile attributes and at a minimum the following additional data attributes for GIS: o LAND_TYPE: Type of land being surveyed. Acceptable values include: ▪ Slope ▪ Parkway ▪ Median ▪ Monument o MATERIAL: The type of material in the survey area, including (but not limited to): ▪ Turf ▪ Hardscape ▪ Plants/Shrubs ▪ Decomposed Granite
