Specifications include, but are not limited to: The following items will be part of the scope of work for this project: 1. Consultant shall monitor the California least tern colony within the Port of Los Angeles jurisdiction during the three breeding seasons in 2019, 2020 and 2021. The 15-acre designated nesting site is located on the southern end of Pier 400 (Attachment 1). Monitoring services shall include: a. Attending meetings annually, prior to the start of each breeding season, with Harbor Department personnel and resource agency representatives to coordinate site preparation. Consultant shall incorporate agreed upon agency recommendations and lessons-learned from the previous breeding season into the site preparation plan. b. Consultant may conduct a training session prior to site preparation activities for Harbor Department personnel. Consultant will monitor site preparation activities from January/February through April 15. The site preparation activities include, but are not limited to, predator management, chick fence repair, herbicide application, weed removal, replacement of ‘No Fly Zone’ signage, observation of sand condition, and trash removal. With the exception of herbicide application, which is identified below, all site preparation activities will be undertaken by the Harbor Department. c. Consultant will keep record of all relevant dates and outcomes of meetings and site preparation activities, such as when vegetation was removed, when the site was sprayed, etc. Consultant will also keep records of any questions, conversations or communications for or with the resource agencies. d. Monitoring the tern colony during the breeding season which falls between April 1st and September 1st, depending on the presence of California least terns. Consultant should be prepared to manage the arrival of other migratory birds. Monitoring during this time may be as frequent as six days per week and may include night monitoring for predators. During the nesting seasons, provide written weekly progress updates by email on the nesting of California least terns within the Port of Los Angeles and other bird species that may be present in least tern nesting areas. Historically, large numbers of both Caspian and elegant terns have also nested at the least tern nesting site. f. At the conclusion of the least tern nesting season, consultant shall submit a Final Report which includes, but is not limited to, chronological records of meetings and decisions regarding site preparations. Consultant shall submit one (1) electronic draft of the Final Report in native file format (Word, etc.). The submittal of more than one version of the draft Report may be necessary before a Final Report is acceptable to the Harbor Department. If revisions or additions are necessary after the review of each preliminary draft report, up to two (2) hard copies of a revised draft and one (1) electronic copy of the draft will be submitted for further review. Consultant can expect approximately two (2) rounds of review before the Final Report is finalized. g. The Final Report should include a comparison with other California least tern nest sites in Los Angeles and Orange Counties. h. Once approved by EMD, the consultant will submit six (6) hard copies of complete Final Reports to EMD. All final reports, graphics, and tabular/database information collected shall be submitted in both hard copy and electronic form in native file format.
