Specifications include, but are not limited to: The City of Long Beach (City) is soliciting Statements of Qualifications (SOQ) from qualified Firms to establish 1) a Pool of Bond Underwriters and 2) a Pool of Revolving Line of Credit (LOC) Providers. Firms may elect to submit a response for bond underwriters, revolving LOC or both pools. Firms shall clearly label responses to indicate which areas of expertise they are including in their SOQ. The City of Long BeachThe City serves an area of 52 square miles, overlooking San Pedro Bay on the south coast of Los Angeles County. Long Beach is 22 miles south of downtown Los Angeles and 10 miles southwest of Anaheim. The City is the seventh largest in California and second largest in Los Angeles County.Pool for Bond UnderwritersThe City is soliciting SOQs to establish a pool of bond underwriters in connection with the issuance of future bond financings. Firms will work closely with the City and its municipal advisor to regularly monitor the City's existing debt portfolio for refunding opportunities, prepare cash flow scenarios upon request, and provide research, ratings analyses, and market updates to the City. Based upon an evaluation of the SOQs, the City will select multiple Firms that will ensure a diverse mix, maximize investor outreach, have a demonstrated capability to commit capital, and proven ability to successfully execute bond financings.During the term of this RFQ, Firms will be selected from the pool of bond underwriters to work on specific bond financings, based upon the City’s sole determination in its sole discretion of which Firm or combination of Firms best meets the requirements of the bond financing. Inclusion in the City’s pool of bond underwriters is not a guarantee that a Firm will be selected to participate in a bond financing during the term of the pool of bond underwriters. The City reserves the right at its sole discretion to remove a Firm from the pool as needed. Firms selected for the pool of bond underwriters shall expressly understood to be serving the City in an underwriting capacity, and not as a municipal advisor.Pool for Revolving LOC ProvidersThe City is soliciting SOQs to establish a pool of revolving LOC Providers. The City plans to execute LOCs for numerous departments including but not limited to the Harbor Department, Finance Authority of Long Beach, and Water Department. Any executed LOC will serve as a financing vehicle or a bridge loan for various projects.
