Specifications include, but are not limited to: “Officiating Services” includes, but is not limited to assigning officials for scheduled adult soccer league games, training and evaluating adult soccer officials, and communicating regularly with City staff. Chino Hills runs full field, 11 vs. 11 leagues with games held at Grand Avenue Park (1301 Grand Ave). Each season is 10 weeks long and there will be 4 seasons throughout the 2019/2020 fiscal year (approximately 824 games to be played). The league divisions include Men's 30+, Women’s 30+, Women's 18+ and Coed 30+. Games take place on Thursdays (6:35 p.m. and 8:15 p.m.), Fridays (6:35 p.m. and 8:15 p.m.), and Sundays (9:45 a.m., 11:30 a.m., 1:15 p.m., 3:00 p.m., and 4:45 p.m.) Each game will require three (3) officials to arrive no later than fifteen (15) minutes prior to the start of the game dressed in the appropriate soccer official uniform. The officials should referee the games consistent with the rules of the Federation of International Football Association (FIFA) and other supplemental rules deemed appropriate by the City of Chino Hills. To provide officiating services consistent with the rules of the Federation of International Football Association (FIFA) and other supplemental rules deemed appropriate by the City of Chino Hills Community Services Department for the City of Chino Hills Adult Soccer Program. 1. Officials must be certified by the organization’s governing association and a complete list of officials verified as certified must be provided prior to the season along with any additional names added during the season. 2. Organization agrees to provide three (3) referees (2 linesmen and 1 head official per game) for the times and dates as scheduled by the City of Chino Hills. 3. Officials agree to arrive on site dressed in approved soccer referee association uniform and be prepared to perform officiating services no later than fifteen (15) minutes prior to the schedules game time and conduct himself/herself in a professional manner. 4. If an official arrives late and does not work during the first half of the game, but does work during the second half, the rate of pay for this official will be reduced by half. 5. A game shall be played if only two (2) referees are present but the organization shall be charged a game fee penalty for the missing official. 6. Officials shall be required to complete a scorecard for each game and include pertinent details with regard to the game (ejections, etc.) 7. No official shall call games for any division in which he or she participates. 8. Organization shall provide weekly billing statements on Mondays to the adult soccer program coordinator. 9. There shall be no increase in fees for playoff games.
