Specifications include, but are not limited to: The Consultant shall perform Architectual and Engineering (“A&E”) consultation, research, professional and technical services required for Traffic Operations and Travel Demand Modeling Services, including, but not limited to, managed lane studies (minimum occupancy, hours of operation, type of facility, etc.), toll revenue analyses, data collection, traffic classification counts, speed studies, queue studies, origindestination studies, travel demand modeling, traffic simulation modeling, traffic diversion studies, traffic operations studies, pedestrian/bicycle/transit (bus and light rail) analyses, support in Public Workshops, and presentations to Caltrans management and other agencies, on an “as-needed” basis to support the Department of Transportation (Caltrans), Division of Maintenance and Traffic Operations, Office of Freeway Operations in development of various managed lane operational strategies. Except for incidental nonA&E services equaling not more than 10% of the total value of services that are performed in the Contract, the services must consist of the services provided by licensed professionals, as described in Government Code Section 4525 et. seq. The Caltrans Contract Manager shall assign specific work to the Consultant to assist the Caltrans work force through the issuance of Task Orders describing in detail the services to be performed. The Consultant shall only perform work that is assigned in an authorized Task Order. The Contract does not guarantee that a Task Order shall be issued. For the purposes of this contract, managed lanes include, but are not limited to, High Occupancy Vehicle Lanes (HOV), High Occupancy Toll Lanes (HOT), Express Toll Lanes (ETL), Reversible Lanes, Transit only lanes, Truck only lanes, part-time shoulder use, and dynamic lane assignment.
