Specifications include, but are not limited to: The Tri-County Regional Energy Network (3C-REN) is a collaboration amongst the Counties of San Luis Obispo, Santa Barbara, and Ventura. The goal of 3C-REN is to administer regional energy efficiency programs that will reduce energy use by helping hard-to-reach (HTR) customers make energy efficiency improvements to their homes and by offering building professionals resources and trainings to increase energy code compliance and home performance practices. The Counties served by 3C-REN encompass 28 incorporated cities, with more than 1.5 million residents and approximately 512,000 occupied housing units. The 3C-REN residential sector is 37 percent rental housing, with 45 percent of single family residences being non-owner occupied. The Tri-Counties population is diverse and includes a large Hispanic population with Spanish as the primary language for 24 percent of the population with other languages representing another 9 percent of the population.
