Specifications include, but are not limited to:The objective of this request for bid is to secure services of a website developer to update or create a new website for the Bay Area IRWMP. The existing website was created on the open source software platform “Plone” and it may be necessary to rebuild the website from the ground up if it cannot accommodate the necessary revisions and improvements desired by Bay Area IRWMP staff. The website will primarily be accessed via desktop/laptop computers; mobile platform development is not required for this scope. The website should include the following characteristics and be suitable for the following uses: Website characteristics: Be used to distribute information Be easy to update as a Content Management System Be simple/accessible/user friendly o Easy access/permissions o Easily establish and change permissions for uploading and editing documents and projects o Web form capabilities Include organization of data and projects by sub-regional area (4) and functional area (4) Include map feature to display and query projects funded through the IRWM process Include project database (see below for details) Include archive of meeting agendas and summaries – approx. monthly records from 2006 to present Include access to list of website users – approx. 183 at present Include robust security, password recovery, and secure login, and user verification functions to reduce fraudulent users account creation utilizing CAPTCHA or other methods.
