Specifications include, but are not limited to: POLYGRAPH SERVICES Pre-employment polygraph examiner services specified herein, shall be at the direction of the County’s Supervising Polygraph Examiner. All Proposals for pre-employment polygraph examiner services shall either meet or exceed the requirements herein: 1. Polygraph Examination Facility and Equipment Requirements: The County reserves the right to inspect Proposer’s facilities at any time during the Contract period to verify compliance with minimum standards described herein: a. Polygraph examinations shall be administered at Proposer owned and/or operated facility(ies) located within a sixty (60) mile radius of the Sheriff Headquarters. b. Any costs associated with the operation and/or maintenance of Proposer facility shall be at no cost to the County. c. Proposer shall ensure that facilities maintain compliance with all applicable local and California state laws and regulations. d. Examination environment shall be free of noise and distractions and provide a professional atmosphere. e. Polygraph equipment shall be industry standard and owned and maintained by the Proposer at no additional cost to the County. i. If equipment is stationary, equipment shall be calibrated once per week. ii. If equipment is moved since previous calibration, each instrument shall be calibrated prior to use. iii. Proposer shall maintain accurate records of all equipment calibrations and service. f. Proposer’s equipment shall provide video and audio quality that does not require additional media enhancement to clearly review the examination recordings. g. Proposer equipment shall record with, at minimum, the following components as required by the American Polygraph Association (APA): i. Respiration patterns recorded by pneumography components. Thoracic (upper chest) and abdominal (lower stomach) patterns should be recorded separately, using two pneumography components; ii. Electrodermal activity reflecting relative changes in the conductance or resistance of electrical current by the epidermal tissue; iii. Cardiovascular activity including changes in relative blood pressure, pulse rate, and pulse amplitude; and, iv. A seat activity sensor.
