THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.
1. Purpose.
This is a sources sought synopsis in support of Market Research being conducted by the United States Air Force to identify potential sources for an F-16 Viper Contract Test Pilot Instructor.
2. Requirement.
The 416 FLTS requires part-time F-16 instructor test pilot support for squadron flying and other activities. Scarce resources and variable manning within the USAF establish that 416 FLTS requires a flight test professional who can provide support on in a variety of mission sets and who can also serve as an informal mentor for squadron test pilots and engineers.
Support will be required intermittently, aligned with 416 FLTS flight test and support schedules, as well as mission requirements. The frequency and duration of support will naturally vary with mission test requirements and USAF manning, which can fluctuate seasonally.
In order to meet the varied and important mandate of 416 FLTS, the contract test pilot instructor shall require an extensive background in the F-16 and first-hand, recent experience flying the F-16 at 416 FLTS and 412 TW. The 416 FLTS is not in a position to, and will not, provide F-16 training, conversion or otherwise. Accordingly, the contractor shall be able to contribute to the squadron’s test and support F-16 flying mission immediately, without any training or workup.
Minimum Position Requirements for F-16 Instructor Test Pilot Support:
Required: Graduate of USAF Test Pilot School, US Naval Test Pilot School, Empire Test Pilot School, or EPNER (French Test Pilot School).
Required: Minimum 1,000 hours in USAF F-16 fighter aircraft with experience in the previous year operating the F-16 in support of developmental flight test as an instructor pilot (IP) or Pilot-in-Command.
Required: Current and qualified Instructor Pilot in 412 TW F-16 aircraft.
Required: Qualified as an Instructor Pilot with the 416 FLTS and/or USAF TPS for the following events: F-16 High-AOA Test, F-16 Airstart, F-16 BFM and ACBT, F-16 LASDT, F-16 AAR.
Required: Hold a current FAA Class 1 or Class 2 medical.
Required: Currently hold an active US Government Security Clearance at the Secret level or higher.
The contractor shall communicate their availability to the Director of Operations (DO), or their designate, in order to support 416 FLTS missions. The 416 FLTS shall endeavor to provide 3 business days’ notice of the need for support whenever possible but mission requirements may result in less notice.
3. Information requested.
The Government requests interested offerors who can fully support this requirement to provide the following information:
1. Company name, UEI number, Cage Code, address, points of contact, phone numbers and e-mail addresses.
2. Information must include a brief description of experience in providing the type of services described above. The information package must be clear, concise, and complete. The Air Force has no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.
3. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at https://www.sba.gov/document/support-table-size-standards. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 611512 “Flight Training”. The Small Business Size Standard is $34,000,000.00.
4. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 1 page.
