The Glenn County Public Works Agency (PWA) is soliciting proposals from qualified engineering and planning firms to develop a Storm Drain Master Plan (SDMP) for the Northeast Willows County Service Area (NWCSA). The plan will assess existing storm water infrastructure, identify deficiencies and future needs, and propose system improvements to ensure optimal drainage performance and flood protection throughout the service area. The PWA maintains a complex storm drain system located within the boundaries of the County of Glenn and the City of Willows. The system includes: • One (1) stormwater retention basin west of Interstate 5 (I-5) • Various levees and drainage channels • Pipelines and related conveyance infrastructure • Four (4) stormwater pump stations: o Glennwood o French Street o Cherry Street o Cemetery • One (1) siphon system located near the Cemetery pump station that crosses under the GlennColusa Irrigation District (GCID) Canal The storm drain system in the NWCSA generally flows from the retention basin west of I-5 toward the GCID Canal and eastward. The system has three major discharge points: • A primary outlet that flows through the siphon under the GCID Canal into a ditch east of Willows Cemetery • Two outlets that discharge directly into the GCID Canal
