Specifically, Belmont is requesting the assistance of qualified firms to provide consultant services for conducting Development Impact Fee analysis. The Consultant’s scope shall include, but not be limited to: 1. Review & Analysis • Evaluate current fee programs and applicable planning documents (General Plan, Parks Master Plan, Capital Improvement Plan, Circulation Element, etc.) • Review existing and planned public facility needs and costs 2. Legal Compliance & Case Law Integration • Analyze and incorporate the implications of Sheetz v. County of El Dorado (2024) • Ensure defensible methodology and implementation strategy under state and federal constitutional standards 3. Fee Calculations • Prepare updated fee calculations for: o Park Improvement Impact Fees o Quimby Act In-Lieu Fees o Transportation Impact Fees o Commercial Development Affordable Housing Linkage Fee Study (include as separate line item in the proposal – optional service for peer review of study performed by other consultant) o Housing Inclusionary In-Lieu Fee Study (include as separate line item in the proposal – optional service for peer review of study performed by other consultant)...
