The City of San Mateo (City) is requesting proposals from qualified engineering and/or architectural firms (Consultant) to provide staff augmentation services for the Public Works Department’s Capital Improvement Program (CIP) Division and City Facilities Division. The selected firm(s) will assist in efficiently and effectively managing various capital improvement projects and facility maintenance projects within the City. The Public Works Department (Department) is responsible for the maintenance, repair, cleaning, and construction of sewer and storm conveyance systems, wastewater treatment plant, streets, streetlights, traffic signals, active transportation infrastructure, publicly owned parking lots and garages, pump stations, a major lagoon, and dams and levees. Additionally, the Department reviews plans and inspects the construction of public improvements to serve new private residential, commercial, and industrial developments, and administers contracts for the collection, disposal, and recycling of solid waste. The Department is also responsible for the City’s review and management of right‐of‐way impacts associated with private development and traffic operations. Within the Department, the CIP Division is tasked with planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related construction documents for a variety of capital improvement projects. Projects include street rehabilitation and maintenance, green infrastructure,streetlight installation, bridges, and stormwater infrastructure projects. The Facilities Division is tasked with the development and delivery of facility capital improvement and maintenance projects, which include City building and infrastructure upgrades, remodels, and new building construction. Specific tasks include programming, scoping, planning, designing, permitting, licensing, contract procurement and management, and construction management. Types of projects include facilities assessments, structural retrofits, energy, mechanical, electrical, plumbing, solar installations, fire suppression upgrades, control systems upgrades, parking structure renovations, building roof replacements, retaining walls, swimming pool maintenance, elevators, citywide fencing, park equipment upgrades, access controls, security, safety improvements, abatement, waterproofing and ADA compliance. The expertise and support provided by the selected firm(s) will be integral to the successful execution of these key assignments.
