Specifications include, but are not limited to: The Division of Aging, Adult and Behavioral Health Services (DAABHS) seeks pricing and a contract with a qualified Vendor(s) to operate Drug and Alcohol Safety Educational Program (DASEP) services in eight (8) catchment areas around the state to individuals who have been charged with DWI/DUI as identified by the courts. The Vendor(s) shall provide educational services according to DASEP guidelines for the awarded catchment area, and within a fifty (50)-mile radius of awarded catchment area. The Vendor shall be responsible for the following without limitation: 1. Operate DASEP services for citizens in the counties of the designated Catchment Area of the state of Arkansas as required by this IFB. There are eight (8) catchment areas (see map on page 13). 2. Assist the court by recommending drug and alcohol safety education or substance abuse treatment for DWI/DUI offenders. DASEP courses are for first-time offenders only. 3. Be present in each court whenever DWI/DUI cases are presented for arraignment. The courts identify the DWI/DUI individuals/cases for screening. 4. Comply with all statutes, regulations, codes, ordinances, licensure, or certification requirements applicable to the provider or to the provider’s agents and employees; and to the subject matter of the contract. 5. Provide Pre-Sentence Screening Reports (PSSR) for each case to the judge. Vendor must use a DAABHS approved pre-sentencing screening instrument and protocol to screen each DWI/DUI offender who is referred for screening prior to sentencing. A copy of the PSSR template will be available upon award of the contract. 6. Make recommendations to the court based on the result of the PSSR, as required by law, to assist the court in determining whether an individual upon adjudication of guilt should receive DWI/DUI education or be referred to a state approved treatment program. 7. Provide educational services according to DASEP Guidelines for individuals who are charged with the offense of DWI/DUI. These classes utilize a standard curriculum that is approved by DBHS-Substance Abuse Treatment Services (see attachment H). 8. Issue signed Certification of Completion to individuals who have completed all requirements of the educational training. 9. Provide education regarding DWI/DUI laws and consequences and alcohol awareness to the local communities in the specified region. The Vendor will disseminate information in local newspapers, other media forms, and various venues.
