Specifications include, but are not limited to: Leadership, direction and expert consultation related to the development of an effective multi-year organizational strategic plan; Advice and direction about the process to identify HSD’s core values and behaviors leading to the development of an organizational strategic plan that emphasizes the needs identified in the 2019 Community Needs Assessment; Assessment of the organizational culture; Key stakeholder input and recommendations; Facilitation of goal-setting sessions and strategic planning meetings; Facilitation of orientation/training sessions regarding the process and components of strategic planning; Facilitate discussions and decision-making that ensure conversations are forward-looking, action oriented and moves participants towards a three-year strategic plan; Utilize a SWOT (strengths, weaknesses, opportunities and threats) analysis for developing the strategic planning framework; Perform a Needs Assessment/Environmental Scan; Create goals and a strategic plan which has long-term components (e.g. mission, vision and values); medium-range elements (e.g. objectives and priorities); and short-term factors (e.g. action plans.) Include an affirmation of HSD’s mission and shared values and contemporize the vision.
