Specifications include, but are not limited to: The appraisal review shall determine the soundness of the real estate appraisal value estimate. The reviewer shall examine the presentation and analysis of the market information in the initial appraisal to assure they meet the definition of an appraisal found with Uniform Act 49 CFR Part 24 and other applicable State and local requirements. The appraisal review report is expected to be a technical analysis of the appraisal, not merely an administrative review. Criteria for appraisal review is set forth in CFR 49 Part 24.104(a): Prepare a written report identifying the appraisal as: a. Recommended (as the basis for establishment of the amount believed to be just compensation), or b. Accepted (meets all requirements, but not selected as recommend or approved), or c. Not Accepted.
