Specifications include, but are not limited to: 5.1. Provide all labor, supervision, materials, supplies, equipment, tools, transportation, and methods of communication and, if required, additional miscellaneous services necessary to meet requirements of specified services throughout the term of the Contract. 5.2. Maintain full regulatory compliance with the TSA DAC services provider program. 5.3. Establish security protocols for Contractor’s employees and subcontractors. Examples of security protocols include background screening, employment verification, and ensuring client confidentiality. 5.4. If necessary, assist the Aviation Department in the transition from one channeling service provider to another to ensure no interruption in service. SERVICE REQUIREMENTS: Contractor shall: 6.1. Obtain all required permits necessary to perform the work under this Contract. 6.2. Provide web user interface functionality for t he Airport that must include user authentication, enrollment data capture and upload (biographic and biometric), support of multiple file formats (.csv, .xls, .xml, etc.), update request processing, delete and revoke request processing, badge and credential information management and transmission to the TSA (e.g. badge number, type, status, etc.), display TSA STA status and CHRC numbers as assigned by DAC service provider, record search and query support, and TSA bulletin and broadcast information. The TSA bulletin and broadcast information refers to a DAC broadcasting to its customer base when there is an issue. In addition, such TSA bulletin and broadcast information must also display on the DAC service provider’s webpage. 6.3. Provide an interface with the Aviation Department’s badging and fingerprint systems for data transmission. Contractor must coordinate with the Aviation Department’s badging and fingerprint systems providers to ensure automation at no additional cost to the City. 6.4. Provide fingerprint and STA channeling by electronic submission. 6.5. Be able to send CHRC and STA biographical and biometric data electronically as one (1 ) combined submittal to the TSA from the Airport by secure Virtual Private Network (VPN) tunnel and with the Airport’s current identification badging systems. Contractor will collect and receive biographic and biometric data, validate, and implement quality control for all data received from the Airport. Such data shall be combined and sent to the TSA as one (1) submittal. 6.6. Provide services under this Contract, including “live” customer service and support during the Aviation Department’s normal business hours, which are Monday through Friday 7:00 a.m. to 5:00 p.m. Phoenix time, excluding City holidays. 6.7. Provide the number of dedicated customer service agents and account representatives that will be available and the hours of availability, as well as expected response times for inquires and requests for assistance.
