Specifications include, but are not limited to: Phase I ESA will identify recognized environmental conditions (RECs): RECs, Historical RECs (HRECs), and Controlled RECs (CRECs) at a property. The ESA should also include: site reconnaissance, interviews, and review of environmental, historical, and physical records pertaining to activities on and adjoining the property. Information gathered on the property is to be interpreted and presented in a report demonstrating these findings along with an estimate of the potential costs to further assess the nature and extent of RECs (if identified) and a recommendation for a Phase II ESA if warranted. b. Phase II ESA will detail and evaluate environmental conditions at the property. This evaluation will utilize the collection and analysis of samples of media at the property such as: soil, sediment, soil vapor and/or groundwater. A determination of what media to sample will be dependent upon the RECs identified in the Phase I ESA.
