Specifications include, but are not limited to: a. Fair Coordinator: Is a person assigned or designated by the Contractor to oversee and supervise all contract personnel assigned to work law enforcement security at the fairgrounds. The Fair Coordinator represents the Contractor in the coordination of services and works at the direction of ASF. Must have command level law enforcement experience. Is also a person(s) certified as a full authority police (peace) officer by the State of Arizona - AzPOST. Assignment is a uniformed position. i. Fair Coordinator (Fair 1) must be approved by ASF. It is highly recommended the Fair Coordinator be employed by DPS and allowed full police authority while working off-duty. ii. Assistant Fair Coordinator (Fair 2) Is a person assigned by the Contractor to assist and support the duties of the Fair Coordinator. Person to act and respond to matters in the absence of the Fair Coordinator. Assistant Fair Coordinator must have command level law enforcement experience. Is also a person(s) certified as a full authority police (peace) officer by the State of Arizona - AzPOST. Assignment is a uniformed position. iii. Assistant Fair Coordinator (Fair 2) must be approved by ASF. It is highly recommended the Assistant Fair Coordinator be employed by DPS and allowed full police authority while working off-duty. b. Desk Supervisor: Off-Duty Law Enforcement first line supervisor assigned to administrative duties and coordination of security office. Duties to include but are not limited to; telephone inquiries, receiving and processing of lost and found property, receiving and processing of evidence, complaint resolutions, dispatching information, preparing reports, records and logs. Is also a person(s) certified as a full authority police (peace) officer by the State of Arizona - AzPOST. Desk Supervisor is preferred to be employed by DPS and allowed full police authority while working off-duty. Assignment is a uniformed position. c. Beat (1st Line) Supervisor: Off-Duty Law Enforcement Supervisor assigned to coordinate and supervise Off-Duty Officers working the Arizona State Fair or events. Is also person(s) certified as a full authority police (peace) officer by the State of Arizona – AzPOST. Off-duty police supervisors must be currently employed and allowed full police authority while working off-duty. Assignment is a uniformed position. d. Off-Duty Officer: Is a person certified as full authority police (peace) officer by the State of Arizona - AzPOST. Off-duty officers must be currently employed and allowed full police authority while working off-duty. Off-duty work at the fairgrounds shall include but is not limited to; crowd control, event security, police actions such as arrests, detention and disposition of suspects, and necessary report completion. Assignment is a uniformed position. e. Off-Duty Officer/Medic: Is a person certified as a full authority police (peace) officer by the State of Arizona - AzPOST, and certified as a Paramedic in Arizona by the Department of Health Services. Officer/Paramedic must be currently employed and allowed full police authority and medical authority while working off duty. Off duty work at the fairgrounds shall include but is not limited to: handling all medical calls crowd first aid interactions. Medics will be paired to work with the Fair’s EMT’s. Assignment is a uniformed position.
