Specifications include, but are not limited to: A.The City of Valdez (“City”) is requesting proposals for computer assisted mass appraisal (CAMA) or mass appraisal records system (MARS) in order to digitize and improve the compilation, maintenance, archiving, retrieval, reporting and accuracy of assessment information for all assessed property within the City of Valdez.B.The City maintains approximately 2,450 active property records, representing $2.5B of market value and $2.24B of taxable value.1.Sixteen of these properties comprise $1.95B of taxable value. These assessments are conducted by the State of Alaska, who annually forwards data to City staff.2.The remaining properties’ assessed value totals approximately $289MM. The City engages a third-party contractor for assessment services for these properties. C.The software must be a relational database able to interface with the City’ s GIS, ERP, and records-archiving platforms. 1.The City maintains its property tax billing function within an ERP platform (Caselle) that does not accommodate the quality of digital property appraisal records that we seek from a CAMA/MARS. 2.The City plans to retain its ERP (Caselle) for property tax billing. Therefore, ease of CAMA/MARS data export to Caselle is a high priority.3.The City will consider proposals that incorporate billing functionality, but recommends that billing be presented as an optional add-on, if at all. D.The City will establish a committee consisting of representatives from Finance, Planning, Clerks, and Information Technology departments to review proposals. E.A common contracting convention for the City is to structure a three-year term with two optional one-year extensions.F.The City’s awarded contract will include language that specifies City ownership of all data and related work-products.
