Specifications include, but are not limited to: 1.2.1. On behalf of and as directed by the DOI, the contractor will provide insurer investments examination services for all types of insurers. As such, the contractor will provide one or more of the following services upon the request of and as directed by the DOI: 1.2.1.1. Conduct investment examinations of insurers in accordance with the Market Regulation Manual of the National Association of Insurance Commissioners (NAIC), the NAIC’s Financial Condition Examiners Handbook, the NAIC’s Accounting Practices and Procedures Manual, and DOI regulations and instructions. 1.2.1.2. Perform advanced specialized reviews of examination workpapers. 1.2.1.3. Review broker/dealer activities, investment registration, investment policies, depository agreements, and investment holdings to ensure compliance with applicable laws and rules. If the insurers have investments in subsidiaries, the examination will include the evaluation of the carrying value of such investments in accordance with prescribed or permitted statutory accounting principles, which include those found in the Alabama Insurance Code, Alabama Insurance Regulations, and the NAIC’s Accounting Practices and Procedures Manual. 1.2.1.4. Perform investigations for possible civil and criminal violations relative to investment practices.
