Specifications include, but are not limited to: Phase I of the engagement will be related to helping the University explore the potential for a public-private partnership and/or concession of the System. It is anticipated the selected Financial Consultant will work with the University and Guernsey to provide the following services: · Review goals, objectives, and processes; · Analyze project feasibility working with the University and Guernsey; · Analyze financing and funding alternatives for structures comparing P3 to University-led operations; · Provide valuation and market advisory related to compensation and partnership structures; Phase II of the engagement will be related to soliciting for and executing a public-private partnership concession or monetization transaction, should the University choose to pursue such a transaction. The University anticipates using the same financial consultant for Phase I and Phase II services, however, the University reserves the right to execute Phase II in another manner at its sole discretion. It is anticipated the selected Financial Consultant will work with the University and Guernsey to provide the following services: · Guide terms and conditions of proposed agreements and provide input on all related matters, including operational objectives; · Assist with the Solicitation development, evaluation and selection of a potential Concessionaire; · Assist with any negotiations through Contract closing;
