his request is for a proposal to monitor the tower obstruction lights for the fiscal year 2024/2025 with confirmation of operation and a report sent each month confirming daily operation. The tower is located at the State EMA building in Clanton, AL Notification is to be received of any failure and vendor will file proper notification with FAA upon failure on behalf of the State of Alabama EMA. FAA/FCC rules require daily monitoring of tower obstruction lights and a notice to airmen to be filed within 30 minutes of any failure. The rules also require if the tower is monitored electronically, as per this proposal, that the system be manually tested once a quarter to ensure that the automatic monitoring is functioning properly. This test will require an on-site visit to manually simulate a failure to test the system. This request will include a visual inspection of the lighting system to ensure the integrity of the lenses and lighting hardware. This inspection will require an annual site visit to either climb the tower or an inspection may be done with a drone flight. The vendor will furnish and maintain equipment needed to monitor the tower lighting system as required by the FAA. All equipment provided for this purpose will belong to the vendor and be returned at the end of this contract. State will provide the vendor with internet on-site for communications with this equipment. The vendor will provide monitoring services, quarterly testing, annual inspection and reporting of failures.
