Specifications include, but are not limited to: 1. The Contractor shall provide all labor, supervision, vehicles and fuel, equipment, dumpsters, tools, parts, materials, and disposal fees as necessary to perform the refuse collection service. No additional fees shall be permitted. 2. The Contractor shall retrieve and/or empty trash containers to dispose of trash material in compliance with Virginia Solid Waste Management Regulations and all other applicable local, state, and federal environmental regulations. All trash removed from the containers shall be disposed of in a landfill as appropriate. 3. The unit price per month for all refuse containers(monthly fee) shall be all inclusive to include the monthly dumpster rental fee, frequency of service, return (service) and disposal, and shall include any gross or tare dump fees for traditional household trash. The changing costs of fuels and lubricants, maintenance of equipment and dumpsters or other expenses are considered incidental to the service to which they pertain, and no further compensation will be considered. 4. Collection Day and Hours: Collection pickup shall be performed Monday through Friday between the hours of 7:00 a.m. and 2:00 pm. Collection days for the Leesburg Area Headquarters shall be on Monday and Thursday. Collection days for all other Area Headquarters may be the Contractor’s choice as long as the day is consistent from week to week and has prior approval from the VDOT Contract Administrator or designee. 5. Frequency of Service: All Area Headquarters’ locations, with the exception of Leesburg, require collection service once per week. The Leesburg AHQ requires twice per week collection. The Contractor shall furnish respective Area Headquarters with the number and size of cubic yard trash container as listed in Section IV.A. The container shall be equipped with side and/or top doors to allow for either top or side loading and will be designed to provide rodent proof, animal proof, and wind proof storage for trash contents. The container shall be designed for heavy trash service. 6. The Contractor shall provide containers that are in good, working condition with doors fully operational. At any time if the container becomes damaged or deteriorated; if the doors or any parts do not work; or if the container leaks, it shall be replaced by the Contractor, free of charge, within seventy-two (72) hours’ notice from VDOT. 7. The Contractor shall maintain and/or replace the containers to maintain a healthy and odor-free environment. 8. The Contractor shall be responsible for ensuring that VDOT’s premises or operations are not disturbed by refuse collection. 9. VDOT reserves the right to add or delete refuse containers as needed. 10.
