The Health Department will apply for a grant with the California State of Board and Community Corrections (BSCC) called Proposition 47 Grant Program: Safe Neighborhoods and Schools Act. As stated in the Proposition 47 voter-approved ballot measure: The people enact the Safe Neighborhoods and Schools Act to ensure that prison spending is focused on violent and serious offenses, to maximize alternatives for nonserious, nonviolent crime, and to invest the savings generated from this act into prevention and support programs in K–12 schools, victim services, and mental health and drug treatment. BSCC’s responsibility as part of this proposition is to administer a grant program to public agencies focused on supporting mental health treatment, substance abuse treatment, and diversion programs for people in the criminal justice system, with an emphasis on programs that reduce recidivism of people convicted of less serious crimes, such as those covered by this measure, and those who have substance abuse and mental health problems. If the Health Department is awarded this grant, it will be required to subcontract at least half of the funds to community-based organizations to provide reentry services. These services can include mental health, substance use treatment, diversion programming, legal services, job skills training, housing support, case management, and other community-based services that support the reentry community. Therefore, the Health Department requests community input through this RFI to inform its grant application and determine if organizations are interested in applying for a subaward if the Health Department receives this grant. Since the grant application is due June 10, 2024, the Health Department requests feedback by May 16, 2024 to allot sufficient time to incorporate community input into its application.
