Specifications include, but are not limited to: Collaborate with City of Danbury officials on developing strategies for utilizing battery energy storage system (BESS) deployments to advance clean energy goals, decarbonization, improve grid resiliency, and lower energy costs for Danbury municipal facilities and private citizens. Utilize energy bills, interval data, and other relevant information to develop optimized BESS configurations for specific installations in the City of Danbury. Develop financial models of expected BESS performance to aid City officials in obtaining approval to proceed with funding and contracting for specific BESS installations. Confirm or update BESS specifications as needed to meet the performance objectives for identified BESS projects, such details including total energy storage capacity, output voltage and power levels, electrical and mechanical configurations, and other considerations as may be dictated by the overall project site and facility design. Perform walk-throughs of identified BESS project sites (indoor and outdoor) to map areas of potential BESS locations and capture information for planning the anticipated site work and developing the background design documents for eventual bidding of the work. Collaborate with Eversource, CT Green Bank Energy Storage Solutions, and PURA representatives as appropriate to develop and/or validate design approaches for BESS installations that are compliant with their respective requirements while delivering the target BESS deployment technical and economic objectives. Assist City of Danbury procurement professionals in developing the technical specifications to be incorporated into requests for qualifications or proposals for BESS related projects including electrical and site drawings necessary for bidders to understand the project design basis and the boundary conditions for their scopes of work. Assist City of Danbury in incorporating relevant safety and fire prevention requirements into BESS installation conceptual design and formal bid documents. Such requirements should be consistent with Connecticut State Fire Safety Code, other pertinent building code requirements, and accepted industry best practices. Assist City of Danbury in developing routine maintenance and asset expansion strategies for its fleet of BESS installations. Assist City of Danbury in developing applications for government grants, government and utility incentives, and other sources of funding available to help defray the cost of BESS deployments. Provide technical assistance to City of Danbury in resolving operating issues with existing BESS installations to supplement or monitor assistance provided by the entity responsible for the BESS project hardware and installation. Provide training as appropriate to City of Danbury employees in principles of BESS financial feasibility, design, operation, and maintenance. Provide record-keeping and reporting services, as warranted. Provide detailed project budget, detailed project cost estimates, detailed project schedules, etc. related to services provided.
