Specifications include, but are not limited to: 1. Work orders are batched into “packets” and are sent electronically to the Contractor. During the peak of the weed season (May 1 to October 1), the Contractor can usually expect a work order packet each week. Each packet will contain from 20 to 25 work orders. The individual work orders will specify the violation type as weeds, trash or both. The Contractor has five (5) calendar days to complete all orders contained in the packet. Completed work orders shall be returned to the Code Enforcement email box code.compliance@roanokeva.gov. 2. Contractor is required to photograph the parcel condition upon arrival and again after the violation has been abated. For trash violations, the contractor shall also photograph the trash removed from the parcel once it has been loaded on the transporting vehicle for disposal. The photos must be digital and should display the date and ideally the time on the photo. These photographs must be retained and made available to the City upon request by work order number for a minimum of one year after the violation is abated. 3. Prior to mowing, all trash shall be picked up and disposed of properly. Any trash that is cut up during the mowing operations shall also be picked up and disposed of properly. Dump fees and weight must be verified by authorized Roanoke Valley Resource Authority "Waste in-Charge Scale Ticket" or equivalent scale ticket. Contractor will be responsible for notating the Code Enforcement Case Number on each ticket for proper identification. Contractor shall be responsible for all costs and fees in connection with disposing of all trash and weeds with the exception of the following: Fees charged by the Roanoke Valley Resource Authority for the disposal of inbound trash as documented on the "Waste In-Charge Scale Ticket" will be reimbursed to the Contractor on approved work orders specifically identified as type "trash" and/or type "weeds and trash". Reimbursement of these fees will be included with the payment of the associated work order. 4. Mowing equipment shall be properly maintained at all times including regularly sharpened blades. 5. All weeds shall be mowed to a height of less than 5.0 inches, and shall be trimmed along all edges, fence lines and structures to height. Weeds that are very tall or thick will require mowing and then back or reverse mowing to insure weeds that were knocked down during the first mow through are picked up, cut and not standing up at original height the following day. 6. Climbing vines should be cut at ground level and pulled off of structures, trees, fences etc. to the extent that is feasible. The vines should be disposed of in the same manner as other mowed vegetation or grass clippings. 7. All mowing operations (including string trimming and edging) shall be completed in such a manner as to prevent damage to turfgrass, mulched areas, trees, shrubs, ground covers, structures, site fixtures, signage, parked cars, vehicular traffic and persons in the vicinity of mowing.
