The RIVER AUTHORITY desires to hire a CONSULTANT to perform the design services described below. Qualified firms must have experience in river environments (care of water), project scheduling, value engineering, reinforced soil slope design, ecosystem restoration, park design, hike and bike trail design, and Stormwater Pollution Prevention Plans (SWPPP) design and implementation.
Review existing site conditions including all aspects of the PROJECT as well as roads, bridges, sidewalks, parking lots, and adjacent structures which may impact the PROJECT.
• Review existing site conditions for any potential environmental hazards that might impact the PROJECT including soil, silt, buried structures, adjacent businesses and properties, and other potential environmental liabilities that could affect the PROJECT scope or cost.
• If needed, provide all technical services required for obtaining the appropriate federal 404 wetlands and 408/208 permitting for the PROJECT, including environmental impact statements, and a review of various construction options to minimize impacts to local flora and fauna.
• Provide all technical services for the design of various types of linear hike and bike trails (multi-use paths), bridges, signage, trailheads and associated amenities including the renovation and rehabilitation of existing paths. A familiarity with the City of San Antonio’s Design Guidance Manual is required.
• Provide sustainable stormwater expertise to design and incorporate low impact development and natural best management practices into the project to reduce sediment and contaminates entering the Westside Creeks.
• Provide all technical services for the design and construction of various recreational features which include but are not limited to slope stabilization, pedestrian trail, in-stream pedestrian footbridges, picnic tables, benches, trash receptacles, drinking fountains, and trail signage.
• Provide design for cost-effective measures to incorporate or salvage existing facilities where applicable including walkways, storm drain systems, abutments, and other facilities. Project betterments will also be included in the overall project.
• Provide other services including but not limited to Architecture, Landscape Architecture, Urban Design disciplines along with Hydrologic and Hydraulic, GIS, Geotechnical, Electrical, Structural and Civil Engineering expertise.
• Identify any historic, prehistoric, or culturally significant areas of the PROJECT that could affect PROJECT scope or cost. The CONSULTANT will assist the River Authority in developing a design that does not adversely affect areas of historic significance and identify and assist in obtaining any local, state, or federal approvals required for this PROJECT.
• The design and construction documents will be prepared to allow value engineering of the PROJECT and will be prepared to allow for additive alternatives based upon funds available for the PROJECT.
• Meet with the Westside Creeks Restoration Oversight Committee, the adjacent property owners, neighborhood organizations, and other interested parties to gain constituent input during each of design work to support extensive stakeholder input opportunities.
• Develop a preliminary and final design cost estimate, produce construction documents (plans and specifications) for all elements selected for final design, and provide construction phase services.
• The need for additional rights-of-way, suggested plans and improvements to accommodate humans must be provided.
• Plans must meet ADA and historical district considerations.
• Low Impact Development/Natural Channel Design/sustainability methods should be incorporated into re-vegetation efforts where appropriate.
• Provide architectural and landscape design renderings suitable for public display of the proposed solutions. Renderings shall include Photoshop and high quality perspective graphics of proposed work to illustrate goals and concepts to the public.
• Provide the RIVER AUTHORITY all information required for the United States Army Corp of Engineers (USACE), City of San Antonio, and Bexar County review and approval.
• Provide public presentations to stakeholders and public throughout the PROJECT.
• Prepare and present monthly progress meetings to the executive committee composed of RIVER AUTHORITY and City of San Antonio members.
• Interface and coordinate with other design teams that may have projects that abut or overlap this PROJECT.
• Develop and maintain meeting minutes, and display PROJECT activities to keep the public informed.
• Provide all necessary construction phase services to successfully complete the PROJECT.
• Provide all design and project documents in an electronic format such as, but not limited to: ArcGIS, AutoCAD, or MicroStation.
• Provide spatially referenced GIS data, in an ESRI compatible format, with associated metadata and with additional documentation, as necessary, for elements represented in both the proposed and final design documents.
The CONSULTANT selected to perform the above services will be responsible for performing the above work and advising RIVER AUTHORITY of various approaches to meet PROJECT objectives economically while limiting RIVER AUTHORITY’s liability. The above services are not an exhaustive list. The selected CONSULTANT shall have a demonstrated ability to perform the above services and suggest changes or additions to the services to be provided that meet the PROJECTS objectives.
