The San Antonio River Authority (RIVER AUTHORITY) operates the Salatrillo Wastewater System on the Northeast side of San Antonio, Texas, which serves three wholesale city customers and RIVER AUTHORITY retail customers. The RIVER AUTHORITY also operates the Martinez Wastewater System on the northeast side of San Antonio, which serves wholesale city customers and RIVER AUTHORITY retail customers.
For the Salatrillo System, the RIVER AUTHORITY desires to continue the flow monitoring program that is capable of isolating and measuring sewer flows from each wholesale customer. The flow monitoring program is used by the RIVER AUTHORITY for multiple purposes.  A significant part of the program for the RIVER AUTHORITY is the identification of inflow and infiltration for defined portions of the collection system.  The RIVER AUTHORITY is seeking a CONSULTANT that can install and maintain flow meters as well as provide detailed data, information and reports including rainfall to support all the RIVER AUTHORITY’s objects with particular focus on inflow and infiltration.  The wastewater flow monitoring program must provide data and reports to meet the following objectives:

• Develop inflow and infiltration (I/I) estimates
• Develop dry weather flow estimates
• Quantify flow from contributing defined segments of the collection system to target certain areas/communities
