The Brushy Creek Regional Utility Authority (BCRUA) requests Statements of Qualifications for Professional Engineering Services for the Authority’s Phase 1C and Phase 2 Projects. BCRUA is a local partnership of Leander, Cedar Park and Round Rock, Texas to design and construct a regional water system that will supply potable water to the three member cities.
The Authority’s Phase 1 Project has been separated into phases. Phase 1A has been completed and Phase 1B is underway. Phase 1A of the project consisted of construction of a floating intake structure in the Sandy Creek arm of Lake Travis; a raw water transmission pipeline up Trail’s End Road and Highway 1431; a 17 million gallon per day (MGD) water treatment plant; and, treated water transmission lines for delivery into the Cedar Park, Leander and Round Rock potable water distribution systems. The Phase 1A improvements began operation in mid-2012. Phase 1B is a capacity re-rate of the floating raw water intake and the water treatment plant. Phase 1B is currently underway and scheduled for completion in late-2017 pending approval by TCEQ. The anticipated re-rated capacity of the regional water system is approximately 21 MGD.
Phase 1C will expand the floating raw water intake and the water treatment plant to a capacity of 30 MGD.
The Authority’s Phase 2 Project includes a deep water intake and pumping system with an ultimate capacity of 144.7 MGD. Preliminary design for the Phase 2 Project has been completed.

Proposed Project
This RFQ for Professional Engineering Services includes development of construction plans, specifications, estimates, bidding support, and construction management for the following improvements related to the Phase 1C Water Treatment Plant Expansion:
- Expansion of the Phase 1A floating intake barge and installation of three additional raw water pumps
- Installation of additional combination air/vacuum valves on the existing, 78-inch diameter raw water pipeline along Trails End Road
- Piping improvements at the WTP to facilitate the future addition of two raw water head tanks
- Expansion of the treatment structure including a raw water meter vault, a hydraulic rapid mix basin, two flocculation trains, and a sedimentation basin
- Installation of filter equipment in an existing filter bay
- Chemical feed system improvements
- Construction of a new sludge thickener
- Re-coating of an elevated storage tank interior
- Surveying, permitting, and any other items necessary to successfully develop the project
This RFQ also includes the following tasks related to Phase 2 Land Rights and Stakeholder Coordination:
- Acquisition of easements and land rights for the Phase 2 Project including easements for the intake, intake and transmission tunnels, and electrical service upgrades
- Land surveying and other services required to support easement acquisition
- Stakeholder coordination and public outreach to facilitate project development
