INVITATION TO BID
GRAND STRAND WATER AND SEWER AUTHORITY
The Grand Strand Water and Sewer Authority will be receiving bids for the Highway 701 to Highway 544 48” Water Transmission Line Improvement Project (DWSRF #2620004-24). The bid opening will be held on Tuesday, October 8, 2019 at 2:00 P.M. at the Grand Strand Water and Sewer Authority Administration Center conference room at GSW&SA’s Administration Center located at 166 Jackson Bluff Road in Conway, South Carolina.
The project consists of installing approximately 19,700± LF of 48” PVC waterline, 8,300 LF of 54” HDPE installed by Directional Drill and by open cut method with various fittings and valves from the intersection of Highway 701 and Bucksville Drive in Bucksport, South Carolina then proceeding down Bucksville Drive to the Santee Cooper Power Transmission Line and then going cross country along the powerline across the Waccamaw River to Highway 544 in Socastee, South Carolina.
The contract awarded under this invitation for Bids will be funded by a SRF Loan funded in full. The contractor shall comply with all local, state and federal provisions as identified in the bid documents.
The bidder is required to utilize Disadvantaged Business Enterprises (DBE’s) and Women’s Business Enterprises (WBE’s) on the project. The utilization percentages shall be at least 3.6% DBE’s and 3.6 WBE’s of the contract.
All bidders shall implement procedures that ensure that DBE firms are given opportunities for meaningful participation in the project.
Bidders must comply with the “American Iron and Steel” (AIS) provision and certify that all iron, steel and manufactured goods used in the project were produced in the United States unless a waiver is granted by the EPA.
The successful contractor shall comply with the Davis-Bacon and Related Acts. All laborers and mechanics employed shall be paid wages at rates not less than the prevailing wage rates for the project area.
All bids must be accompanied by a certified cashier’s check or a bid bond in the amount of 5% of the total amount of the bid made payable to the Grand Strand Water and Sewer Authority.
