Specifications include, but are not limited to: 1. Development of a detailed understanding of the project background through engagement with key members to assess the project goals, identify extent of project participants, and discuss any current and/or future issues or concerns. 2. Identify current and projected population and water demands for project participants; and various types of water users. 3. Perform a water supply assessment, including the identification and evaluation of participant water needs. 4. Planning-level evaluation of water supply systems, treatment capabilities, retail distribution and wholesale options that are cost-efficient and meet the county’s goals. 5. Participant/public engagement strategy to provide awareness and encourage active participation in the decision-making processes. 6. Development of a recommended strategic water supply implementation plan. 7. Project Management
