Specifications include, but are not limited to: The objective of the request for proposals is to seek a professional consultant (the Contractor) to assist the City of Passaic (the City) with administering the Homeowner Housing Rehabilitation Program (the Program). The Contractor will be responsible for providing technical assistance to the City’s Department of Community Development (CD) on an as-needed basis at CD’s request, to implement all of the required activities of the Program which is funded by the Community Development Block Grant Program (CDBG) provided by the U.S. Department of Housing and Urban Development (HUD) The Scope of Services is to include, but is not limited to, the following: 1. General Coordination and Oversight of the City's Housing Rehabilitation Program: A. Program Design. The Contractor will assist CD with all aspects of the planning and formulation of the policies and standards for the Program. This includes but is not limited to the following: General applicant eligibility criteria; Eligible types of housing improvements; Selection criteria and procedures; Funding levels; Marketing and outreach strategies; Application processing; and, Housing unit eligibility. B. Marketing. Notify potentially eligible property owners in the designated target area about the availability of the Program. The designated target areas are expected to include the low-moderate income areas in the City of Passaic. Eligible housing units will consist of one to four-family residential dwellings. Contact with area residents may consist of advertisements in local papers, written notices, presentations at meetings with various community organizations, and/or other suitable means as determined by the Contractor and approved by CD.
