Safe Harbor, the multisector response to the human trafficking and exploitation of youth in Minnesota seeks a consultant to conduct a strategic plan to guide program priorities from 2025 to 2028. The strategic plan must address three key objectives within the Safe Harbor network: 1) Strengthening health and racial equity 2) Improving survivor, youth, and subject matter expert participation. 3) Supporting the holistic health of the statewide network and the people who work within it. In preparing for the strategic planning process the Safe Harbor program, in consultation with survivor subject matter experts and regional navigators, developed a draft mission statement and program values to guide the work of the strategic planning consultant. This initial participatory process was intended to shape the strategic planning consultant’s focus, guide input from stakeholders, and provide direction for the consultant in working with the Safe Harbor staff to create the proposed strategic plan to support future implementation.
