Specifications include, but are not limited to: The vendor shall provide one or more vehicles capable of transporting a minimum of one (1) person up to fifty-six (56) persons from a single designated staging location within twelve (12) hours or less of notification from Emergency Services Director or designee. Vendors may be requested to report to up to four (4) locations simultaneously, with the ability to transport up to 224 people at once. Vehicles must comply with ADA standards issued by the Department of Transportation, accommodate adult and child passengers, and be equipped with heat and air temperature regulation systems for passenger comfort. Vendors are required to make accommodations for persons. ADA limits the definition of Service Animals to dogs and miniature horses, this RFP only covers dogs. As defined by the Americans with Disabilities Act, a “service animal means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.” Vendors are required to have the ability to transport persons in wheelchairs. Vehicles capable of transporting wheelchair passengers must have appropriate safety hardware and operating equipment in compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations. Contracted vehicles must possess valid North Carolina Department of Transportation (NCDOT) registration and inspection documentation and present it to county staff upon request. Vendors are responsible for ensuring all deployed vehicles are roadworthy, safe, clean, and compliant with US and NC DOT regulations. Maintenance, repair, and replacement of vehicles are the responsibility of the vendor. All drivers must be English-speaking, courteous, properly licensed, insured, and trained on the equipment they operate. Drivers must provide a copy of their vehicle's insurance certificate to inspectors upon request. Vendors must maintain appropriate liability insurance coverage and provide insurance documentation as part of their contract proposal. Vendors are responsible for fuel, food, and lodging for drivers and support personnel during evacuation operations. If emergency accommodations and refueling services are unavailable, the County may provide these services, with reimbursement required from the Vendor. Vehicles must be equipped with cell phone or satellite communication capabilities for contact with the transportation coordinator at the Emergency Operations Center. Vendors must maintain documentation to support billing and audit processes. Invoices must include a daily report for each vehicle, detailing trip destinations, passenger information, overnight stopping locations, and start/stop mileage. Passenger information must be kept confidential.
